schools participate in Yellow Ribbon — many with unlimited spots and full gap coverage
What Is Yellow Ribbon?
The Post-9/11 GI Bill covers 100% of in-state public tuition. But what about private schools or out-of-state public universities that cost more? That's where Yellow Ribbon comes in.
How the Split Works
GI Bill pays up to the national maximum (~$27,120/year for private schools)
The school contributes a set amount toward the remaining gap
The VA matches the school's contribution dollar-for-dollar
Example: $60,000/Year Private University
Who Qualifies
Yellow Ribbon has specific eligibility requirements — it's not available to everyone using the GI Bill.
You must be eligible for the Post-9/11 GI Bill at the 100% level (36+ months active duty)
Dependents using transferred benefits qualify if the sponsor was at 100%
Fry Scholarship recipients also qualify
Veterans at less than 100% eligibility do not qualify for Yellow Ribbon
Active duty service members and their spouses are not eligible (active duty tuition is handled differently)
How Much Schools Contribute
Each school decides how much to contribute and how many students to cover. This varies wildly — from a token amount to the full gap.
| Contribution Level | What It Means | Your Out-of-Pocket |
|---|---|---|
| Full gap coverage | School covers half the gap, VA matches — $0 remaining | $0 |
| Partial coverage | School covers part of the gap — you pay the rest | Varies |
| Capped spots | Limited number of students per year — first come, first served | May miss out |
Pro tip: Always ask the school's Veterans Affairs office directly about their Yellow Ribbon participation. Some schools increase their contribution mid-year or have more spots than listed on the VA website.
Categories of Schools
Private Universities
Most common Yellow Ribbon participants. Tuition often $40K–$80K/year, making the gap significant. Many elite private schools offer full gap coverage.
Examples: Stanford, MIT, all Ivy League schools, NYU, Georgetown
Out-of-State Public Universities
GI Bill covers in-state rates, but out-of-state tuition can be 2-3x higher. Yellow Ribbon bridges the gap for out-of-state students.
Note: Many states now offer in-state tuition to veterans regardless — check first
Graduate & Professional Programs
Law school, medical school, MBA programs — Yellow Ribbon can cover $30K–$60K+ gaps. Some schools have separate YR agreements for graduate vs. undergraduate.
Always check the specific program, not just the school
Schools with Unlimited Yellow Ribbon
These schools have committed to covering the full tuition gap for an unlimited number of eligible veterans. No waiting list, no caps.
Note: This list changes annually. Schools can modify their Yellow Ribbon agreements each year. Always verify directly with the school's certifying official before making enrollment decisions.

Combining Yellow Ribbon with Other Benefits
Yellow Ribbon stacks on top of your GI Bill. But it also works alongside other benefits:
BAH (Housing Allowance)
Yellow Ribbon covers tuition only — you still receive the full BAH for the school's ZIP code on top of it.
CLEP & ACE Credits
Earn credits through military training (ACE) and free CLEP exams to graduate faster — preserving more GI Bill months.
Scholarships
External scholarships can be used for books, supplies, and living expenses. Some schools allow scholarships to offset any remaining gap.
Federal Student Aid
You can still fill out the FAFSA. Pell Grants and other need-based aid don't reduce your GI Bill or Yellow Ribbon benefits.
